[wa], [de] and [to] are the PARTICLES which are used as a converter ; change NOUNS into some kinds of information. By adding [de], for example, the mere NOUN 「nihongo(Japanese language)」becomes the information such as "in Japanese".
[ka] is the PARTICLE which is used as a question indicator.
「inu」-to iimasu。
This is the way the question will be answered. 「inu」is the Japanese word which is equivalent to "dog".
